The Form of Government committee worked this year with 2 Clark students on developing an in-depth report on the evolution of professional management in Massachusetts.
The report, "A Study on Structural Changes in Local Government in Massachusetts" includes case studies of communities that have adopted charter changes that strengthen the professional management position as well as a few towns that failed to adopt change. The report also incudes GIS maps that show these changes.
